Law has to draw a line on a foggy street

I thought of this today in my Anthropology class, we we're discussing about a subject but this idea came into my head. pretty much It's the idea is the law can't understand everything that happens but it knows were it needs to go. Just like when its foggy you can still see things but not everything. So law draws a line but sometimes it goes to far or not far enough. That is why its a foggy street because its never spot on. This is just a thought though.
